Fortune's Forbidden Woman by Heidi Betts SD 2007

Creed Fortune and Maya Blackstone each had lusted after the other for many years but Creed had felt his hands tied by her being his stepsister and stayed in denial of the possibility of a relationship. Maya found herself unable to consummate any relationship and blames Creed over the phone for his interference and accusations when she was seventeen. Creed storms to her townhouse to get her to explain and a passionate encounter occurs. He then leaves telling her he just wanted to get her out of his system.The attraction does not wane and they end up spending the next night together though Creed is wary of the scandal a relationship between them would create. 

He plans to break up with her but instead ends up joining her to search for her missing mother- his stepmother. 

It was a powerful book (although his reservation about being step-siblings, even though there was no blood relationship, didn't sound like a real barrier in this day and age given he was over 30 now and she was 25) and a compelling book to read.
