Detective Riley MacIntrye has been investigating the deaths in the quarter of New Orleans. All the victims have on thing in common, blonde hair, and blue eyes. The investigation gets personal for MacIntyre when his sister in law, a cop on the force, decides to go under cover to flush out the killer, what she finds is her own brutal death. When the killer leaves a locket with Devra's name on it, he follows the leads to her. Only to wonder how she knows so much about the murders, that she was apparently no where near. Devra, who is psychic, dreams of the murders of the women in the Quarter, including michelle. When her past begins to haunt her though, she begins to look for an escape root, and MacIntyre has to decide wether she's a killer, or a victim. When srange things begin to happen, clues to her past, that no one but the dead know, Devra panics and believes the "devil" is after her. Even Devra's own parents think the worst of her, for killing her childhood friend. With no one to believe in her Devra returns to where it all began and has to find the truth, only the truth is already waiting there for her. Now MacIntyre has to find her and save her before it's to late, he has to believe in her for the first time. Finally finding where Devra has gone MacIntrye goes to her old home to find out she was adopted, and that her long lost brother is the ony killing people, the one that killed their parents when he was only thirteen. He brother wants her all to himself, only he can touch her,only he can "play" with her. But Devra doesn't want to play she wants to get away, so she runs for the safest thing she can think of, the river, but when her brother catches up with her, throws her off the bridge and jumps off herself, MacIntyre has to think fast to save her!
